Eastern District Highlights

Area and Location:

The total area of Eastern District is about 1,900 Hectares. The district lies in the Northern part of Hong Kong Island, starting from the Causeway Bay Typhoon Shelter in the western side, stretching eastward to Victoria Park, North Point, Quarry Bay, Shau Kei Wan, Chai Wan and Siu Sai Wan.


Population:

According to the figures in mid-2008, the population of Eastern District is about 593,000, which occupies 8.6% of the entire Hong Kong population. The labour force participation rate in Eastern District is more than 50% and the median monthly income from main employment is HK$12,000.

Transportation:

Eastern District is well-served by Mass Transit Railway ( MTR ), buses, trams, ferries and GMB services. The opening of the Eastern Harbour Crossing since 1989 has significantly improved traffic linkage across the harbour. There are 15 bus termini / public transport interchanges being constructed in the district, providing various bus and GMB routes for the Eastern District residents to and from Hong Kong, Kowloon and the New Territories.

Famous Facilities and Events in Eastern District:

( i ) Victoria Park

Victoria Park was opened for the public on 16 October 1957. It is the largest park in Hong Kong Island with a total area of about 19 hectares. Apart from many sitting-out areas, there are various sports and recreational facilities for public use, including 1 centre court with seating capacity of more than 3,000, 6 mini-soccer pitches, 13 tennis courts, 1 handball court, 4 basketball courts, 2 air-conditioned squash courts, 1 swimming pool complex, 1 roller skating rink, 2 bowling greens, 1 jogging track, 1 model boat pool, 2 air-conditioned activity rooms, 5 children play areas as well as restaurant and fast food kiosk. Amongst these sports facilities, the tennis courts are famous for holding international matches. As the Victoria Park is very conveniently located, the large-scale Lunar New Year Fair and the "Hong Kong Flower Show" are held in the Park annually.

( ii ) Victoria Park Lunar New Year Fair

The Victoria Park Lunar New Year Fair is the largest of its kind in Hong Kong which has a history of more than 40 years. Every year, the Fair consists of 300 dry goods stalls, 180 wet goods stalls and 3 fast food stalls selling various kinds of flowers, gifts, toys, clothes or food attracting tens of thousands of visitors. As the Fair is the largest of its kind in Hong Kong, the Chief Executive,  also visited the Fair on the Lunar New Year's eve during the past few years.

( iii ) Taikoo Shing

Taikoo Shing was formerly known as Taikoo Shipping Yard. The existing residential development in Taikoo Shing is composed of 61 blocks of private residential buildings. This area provides homes for about 40,000 people. In Taikoo Shing, there is the biggest shopping arcade in Eastern District. Over 160 shops occupying a total area of around 2 million square feet are found inside the arcade providing a wide variety of amusement facilities.

( iv ) Pamela Youde Nethersole Eastern Hospital

Pamela Youde Nethersole Eastern Hospital (PYNEH) was opened in October 1993.The entire complex of PYNEH occupies a site area of 150,000 square metres. It is a major acute hospital serving the eastern district of Hong Kong Island. It provides a comprehensive range of services, including 24-hour Accident and Emergency service , inpatient, outpatient and community out-reach services. As of 31 March 2009, there are a total number of 1,531 beds and a staff force of over 3,700. The Hong Kong East Cluster Training Centre for Healthcare Management & Clinical Technology located at PYNEH was established in 2007, which is equipped with the Minimal Access Surgery Training Centre, the Endo-Laparoscopic Operating Theatre, the Emergency Medicine Clinical Skills Laboratory and the Interventional Cardiology Simulation Laboratory, etc. It provides a training ground for professional, clinical and management training locally and of HK outbound areas such as Macau and China. In addition, the hospital was introduced the most advanced radiotherapy system to enhance treatment on carcinoma of nasopharyngeal and prostate. Other advanced facilities including 3 dimensional computerized tomography scan, x-knife, gamma camera, linear accelerator and cardiac catheterization laboratory, etc are also available at the hospital. The entire hospital is centrally air-conditioned and many amenities are available including landscaped gardens, 24-hour convenience store, visitor carpark, and patient library, etc.


( v ) Siu Sai Wan Sports Ground

The Siu Sai Wan Sports Ground is located at Siu Sai Wan in Chai Wan, which is the second main sports ground on Hong Kong Island. It occupies about 43,000 meter square and its construction costed over $230 million. Opened in December 1996, the Sports Ground is a concrete structure built on a single level, with a permanent seating capacity of approximately 11,800. The Sports Ground is equipped with international standard facilities for holding football matches and modern athletic facilities conforming to the International Amateur Athletic Federation (IAAF) Standard for track and field competitions. Hence, the well-equipped Siu Sai Wan Sports Ground is ideal for holding a wide variety of events from school sporting competitions to professional football matches.

( vi ) Hong Kong Museum of Coastal Defence

The Hong Kong Museum of Coastal Defence is located in Shau Kei Wan, Hong Kong. It is converted from the Lei Yue Mun Fort, which has a history of more than one century. The Fort, built in 1887 by the British army to defend the eastern approach to the Victoria Harbour, was the most sophisticated coastal fortification at that time. The Redoubt, which is the heart of the Lei Yue Mun Fort, consists of 18 casemates and is armed with two 6 inch breech loading guns mounted on disappearing carriages. In view of its significance in the war history of Hong Kong, the former Urban Council then decided that it be converted into a museum featuring the history of coastal defence in Hong Kong. The Hong Kong Museum of Coastal Defence was opened to the public in July 2000.


( vii ) Eastern District Tourist Trail ( Shau Kei Wan Section )

In 1 December 2002, the Working Group on Tourism and Heritage in Eastern District under Eastern District Council launched the project called "Eastern District Tourist Trail ( Shau Kei Wan Section )" to enhance local resident's and tourists' understanding on the history and culture of Eastern District. The working group had also published a Visitor's Guide ( DOWNLOAD the Visitor' s Guide, FIRST Page / SECOND Page ) to introduce the attractions, local culture and custom within the tourist trail to all visitors.

 

 

District Minor Works:

In 2008 - April 2009 , a total of 26 projects were completed under the District Minor Works Working Group of Eastern District Council, which include:

Construction of a Sitting-out Area at Junction of Mount Parker Road and Quarry Bay Street, Quarry Bay (first opened in May 2008)

In 2006, Water Supplies Department demolished the Mount Parker Road Temporary Fresh Water Pumping Station and leveled the said piece of land.  As proposed by the Eastern District Council member of the subject constituency, sitting-out facilities should be provided to make gainful use of the land for local residents and beautify the environment.

The main content of the improvement works include:

(i)   repaving the floor slab with granite block and replacement of six manhole covers with granite block matching covers;

(ii)  installation of two rain shelters, seven benches, a pebble path, a planter and eleven movable planter pots; and

(iii) construction of a ramp entrance to facilitate the wheelchair users.

Improvement to footpath from Fei Tsui Road to Chai Wan Mosque (first opened in July 2008)

The trail from Fei Tsui Road to Chai Wan Mosque is a fast route for the Muslim adherents to get access to the Mosque, among them are children going there to attend religious and educational classes.  In addition, residents nearby also take morning walk through this trail.  As the trail is built along a stream, the authority of the Mosque raised funds in the past to install railing and provide lighting for the benefit of the trail users.  As part of the railing has loosened or rusted out and the illumination of the trail is low, the protection for public safety is still inadequate.  The Eastern District Office received a request from a Legislative Councillor and the Eastern District Council member of the subject constituency to implement the improvement works.

The main content of the improvement works include:

(i)   repaving of the trail surface of about 225 meters long;

(ii)  replacement of railing; and

(iii) installation of eleven street lamps (which cover the laying of conduits, erection of lamp posts, connection of cables and electricity meters etc.).

Provision of jogging track and other facilities on the roof top area of Shau Kei Wan Fresh Water Service Reservoir (first opened in August 2008)

To increase the recreational facilities in Shau Kei Wan area, an Eastern District Council member proposed to make gainful use of the roof top area of Shau Kei Wan Fresh Water Service Reservoir by providing sitting-out and jogging facilities.  Water Supplies Department agreed to the proposal and opened the roof top area for public use.

The main content of the improvement works include:

(i)   installation of a 208m (long) x 2m (wide) jogging track;

(ii)  laying of paving block with an area of about 673 sqm outside the jogging track;

(iii) installation of stainless steel railing for stretching; and

(iv) installation of three sets of rain shelters with benches.

Improvement to a piece of vacant land in Greig Road, Quarry Bay leading to the entrance of Wilson Track (first opened in April 2009)

There is a piece of rectangular vacant land at the extension of Greig Road towards the entrance of Wilson Track, with an area of about 170 square meters.  About ten trees exist on the vacant land, while the rest of land was covered by fallen leaves and weeds.  As proposed by the Eastern District Council member of the subject constituency, after removing the weeds, enhanced greening would be provided to beautify the environment.

The main content of the improvement works include:

(i)   following the original distribution of trees and lay a concrete kerb with an inverted U-shape;

(ii)  planting shrubs outside the inverted-U belt and lay paving block in the inner part, for an area of about 54 sqm; and

(iii) trimming the existing trees, cultivate the ground covers, remove weeds, deleterious materials and stones from subsoil and plant shrubs for an area of about 120 sqm.
