Welcome Message from Mr. NG Sze-fuk, SBS, JP Chairman of Sai Kung District Council Welcome to the Homepage of the Sai Kung District Council of the Hong Kong Special Administrative Region. Sai Kung district, situated at the south-eastern part of the New Territories, consists of rural areas, new town and over 70 islands of various sizes. The unique characteristic of the district is that the traditional customs of rural villages mingle with the hustle and bustle of a new town. The natural spectacular landscape in Sai Kung helps it to acquire a reputation as the ¡§Back Garden of Hong Kong¡¨. Tseung Kwan O, a former fishing village and ship-building zone, is now a developed new town with the population of over 300,000. The new town represents the district¡¦s vivid and vibrant facade. With the sustainable development of the district and the continuous growth of population, the functions of Sai Kung District Council (SKDC) become much important. The third term of SKDC of the Hong Kong Special Administrative Region commences on 1 January 2008 and the number of SKDC members is increased from 27 of last term to 30 of current term. Our objective is to play a role to bridge between the government and the residents. SKDC members are dedicated to help residents understand the government policies and services through the ¡§Meet-the-Public¡¨ Scheme and daily contact. In addition, SKDC members truly and fully reflect residents¡¦ views and expectations to the government. Local organizations and residents¡¦ associations are always kept in close contact and community involvement activities are actively launched with a view to increasing residents¡¦ sense of belonging. In 2007, SKDC was one of the four district councils selected to have the pilot scheme launched for the review of functions of all district councils. Under the pilot scheme, a lot of district works items and district partnership programmes were implemented to provide an ideal living environment and more recreation facilities for the residents. The valuable experience is definitely an asset for SKDC of this term to further consolidate district administrative work. To build up a good community, the joint efforts made by various parties namely SKDC, the government, the residents, local organizations and the like are vital. Our future initiatives include immersion and completion of existing projects that have already been underway. Moreover, we will devote our energies to make strides to cultivate new spectrums and new ideas with a view to establishing a harmonious and healthy community. In the interest of discharging our duty smoothly, I wholeheartedly extend an invitation to you to let us have your comments and advice.
