South Island Line Focus Group
As a long-term supporter of the MTR South Island Line (SIL) Project, the Southern District Council (SDC) has, over the past years, in alliance with district organizations and residents, strived for the early implementation of the Project. In response, the Government gave the green light for preliminary planning and design of the SIL (East) in December 2007 while the MTR Corporation has since commenced the preliminary design for the Project. At present, the Project is at the design optimization stage.
Immediately after the establishment of the third term of SDC on 1 January 2008, the South Island Line Focus Group (SIL Focus Group) was formed to follow up the progress of the Project. SDC has all along upheld communication with local residents and attached great importance to their views and demands. As such, from mid-March to April 2008, SIL Focus Group, in collaboration with the MTR Corporation, held a first round of consultation, in the form of roving exhibitions and public forums, to gather the views of the residents on the locations of stations and their exits as well as construction method, etc. for consideration during the preliminary design stage. Having considered the views of SDC and the public, the MTR Corporation gave a detailed account of the revised construction method, alignment and station exits of SIL (East) at the meeting of SIL Focus Group held on 12 September 2008. To give the community a better insight into the latest development of SIL (East) and to ensure that the Project will best suit the needs of the community, the MTR Corporation and SIL Focus Group is prepared to commence the second round of public consultation, including roving exhibitions and 5 public forums in three major areas in Southern District, namely South Horizons, Lei Tung and Wong Chuk Hang. In particular, the consultation will enable the community to reflect their views on the revised alignment design to the MTR Corporation.

Activities in Support of the Beijing 2008 Olympic Games (April to August 2008)
To help promote the Olympic spirit of solidarity, friendship and fair games and to enable more residents to feel the Olympic atmosphere, the Southern District Promoting Beijing Olympics 2008 Working Group has been set up under the SDC for the purpose of organizing a variety of activities for community participation with the combined resources of major organizations in the District. Seminar on Funding Guidelines of the Southern District Council (21 July 2008)
To enhance the residents’ sense of belonging to the community, SDC, in accordance with its funding guidelines, subsidizes local organizations for the implementation of community involvement projects every year. From January 2008 onwards, district councils have been involved in the management of district facilities and district council (DC) funds can be used to support a greater variety of community involvement projects. As such, the Home Affairs Department earlier updated the guidelines on the use of DC funds. In line with this, SDC revised its own funding guidelines which will be applicable to projects approved from July 2008 onwards. In this connection, SDC held a seminar on 21 July 2008 to brief local organizations on its revised funding guidelines.
The seminar was divided into five sessions:
(i) Briefing on the procedures of application for SDC funds by local organizations;
(ii) Briefing on the application for SDC funds and points to note in applying for reimbursements after completion of the project;
(iii) Briefing on the revised funding guidelines of SDC;
(iv) Briefing on the common receipt problems faced by SDC Secretariat in handling applications for reimbursement; and
(v) Question and answer session.

Final Report on “Sustainable Tourism of Southern District – The Role of Wong Chuk Hang and Adjoining Areas” |

Given the potential for planned development of Wong Chuk Hang and adjoining areas, SDC commissioned the Centre of Urban Planning and Environmental Management (CUPEM), The University of Hong Kong in early 2007 to conduct a study titled “Sustainable Tourism of Southern District – The Role of Wong Chuk Hang and Adjoining Areas”. Based on the perspective of sustainable development, the study involved discussion with stakeholders and public participation. While an examination and analysis of the current and future planning considerations and development potential of Wong Chuk Hang and adjoining areas (including tourism potential and ways to support sustainable tourism development, etc.) was conducted, a sustainable development plan covering short to medium-term options was formulated, which aimed at enhancing the social and economic development of Wong Chuk Hang and adjoining areas and supporting the tourism development of Ocean Park, Southern District and Hong Kong. From April to August 2007, CUPEM was busy with meeting representatives from various organizations, sectors and government departments and held two public forums to let residents of Southern District and representatives from various organizations voice their views regarding the subject. After months of effort by SDC and CUPEM, the Final Report, fully reflecting the relevant views of the stakeholders, was completed. On 29 September, SDC announced the findings of the study, including the future use of the existing Wong Chuk Hang Estate and how the mass transport system would tie in with the future development of Wong Chuk Hang and adjoining areas. Activities organized with Southern District Council Funds
To promote the community spirit and sense of belonging of local residents, SDC has resolved to consider favourably applications for the implementation of community involvement projects by district organizations. Since 1 January 2008, SDC has been involved in the management of certain district facilities, including community halls, libraries, leisure grounds, sports venues and swimming pools. As such, SDC uses DC funds for the implementation of community involvement projects and projects/activities related to district facilities which are non- works related.
