Welcome Message

Welcome to the homepage of the Tuen Mun District Council.

Article 97 of the Basic Law stipulates that district organisations which are not organs of political power may be established in the Hong Kong Special Administrative Region, to be consulted by the government of the Region on district administration and other affairs, or to be responsible for providing services in such fields as culture, recreation and environmental sanitation.  District Councils (‘DCs’) are organisations prescribed in Article 97 of the Basic Law.

The Government announced the proposals on improving governance at the district level on 2 May 2023 and introduced the District Councils (Amendment) Bill 2023 into the Legislative Council (‘LegCo’) on 31 May 2023 to implement the proposed reform of the DCs, which was passed by the LegCo on 6 July 2023.  The District Councils (Amendment) Ordinance 2023 was published in the Gazette and came into effect on 10 July 2023.

The 7th term DC has been established in accordance with the amended District Councils Ordinance (Cap. 547).  The term of office starts from 1 January 2024.

Functions of DCs are stipulated in Section 4A of the District Councils Ordinance.  Please click here for details.
