Tai Po Signature Project Scheme

Introduction

The Chief Executive announced on 16 January 2003 in his Policy Address that the government would implement a Signature Project Scheme (SPS) to enhance district administration, with a one-off grant of $100 million earmarked for each district to support District Councils (DCs) in carrying out signature projects.
The SPS mainly aims at providing each DC with a larger sum to carry out one to two large-scale and sustainable projects that can address the needs of the district. Signature projects may include works and/or non-works components, and should have a visible and lasting impact on the district. Also, each signature project should be commenced or even accomplished within the current DC term (i.e. by the end of 2015) as far as practicable.


The present signature project of Tai Po District is the “Establishment of an Arts Centre by Retrofitting Tai Po Government Secondary School” (Arts Centre Project).  In addition, the Working Group on Signature Projects of Tai Po District (“WGSP”) under Tai Po District Council (“TPDC”) was discussing on the implementation of a new project under the Signature Project Scheme of Tai Po District.


Project Description
 
Establishment of an Arts Centre by Retrofitting Tai Po Government Secondary School
 
The Arts Centre Project aims to attract well established performing arts groups to take up residence in the proposed arts centre.  They are expected to offer high standard arts courses and performances for the community as well as interact with young people.  The arts centre will provide better facilities and arts space for the community.  It will achieve a synergistic effect together with the nearby Tai Po Civic Centre (TPCC).

The arts centre will have different public hiring facilities.  For instance, the multi-purpose rooms, music practice rooms and dance room on the 2/F will be available for renting by arts groups, schools, local organisations and individuals while the rooms on the 3/F to the 5/F will be let to resident arts groups for use as studios so that they can interact with local residents and enhance their involvement in arts endeavours.  To generate income and ensure its financial viability, the arts centre will rent out its G/F and 1/F for use as arts-related shops, arts education institutions and restaurants.

Improving the Tourist Facilities of Lam Tsuen Wishing Square (Cancelled)


The Wishing Square Project aims to enhance the tourist facilities of the Wishing Square and provide an outdoor venue for staging performances and events for the local community.  It also aims to attract more visitors and tourists to visit the Wishing Square, to promote the culture of wish-making and rural traditions, and at the same time, to foster local economic development.  It is expected to bring visible and lasting benefits to the district.
 

However, as LTHED Co. Ltd., the partnering organisation of the Wishing Square Project, had written to the TPDC on 18 October 2017 stating its decision to withdraw from the Wishing Square Project, and to retract its decision to open the Wishing Square, the Wishing Square Project could no longer be taken forward and had to be terminated.  The decision to terminate the project was also endorsed by the TPDC at its meeting on 2 November 2017.

 

What's New

January 2013

The Tai Po District Council (TPDC) established the Working Group on the Selection of Signature Project Proposals of Tai Po District on a non-standing basis to examine signature project proposals of Tai Po District and make recommendations to the TPDC.
 
The working group examined eight signature project proposals and selected four of them for the conduct of a preliminary feasibility and cost assessment by the Tai Po District Office (TPDO).

February 2013

The TPDO reported to the working group findings of the preliminary feasibility and cost assessment on the four signature project proposals selected. The working group decided to recommend the following two signature project proposals to the TPDC:
(1) Improving the Tourist Facilities of Lam Tsuen Wishing Square
(2) Establishment of an Arts Centre by Retrofitting Tai Po Government Secondary School

(Note: The names of the two aforesaid signature project proposals were adopted after minor amendments.)

March 2013

The TPDC agreed to accept the two aforesaid proposals as the signature project proposals of Tai Po District and endorsed the establishment of the Working Group on Signature Projects in Tai Po District (WGSP) on a standing basis to follow-up the detailed planning and implementation of the two proposals.

April 2013

The TPDO held a district forum in the Tai Po Community Centre to invite people to express their views on the two signature project proposals.
 
The WGSP examined and discussed the views collected at the  forum as well as written submissions received outside the forum (including proposals other than the two aforesaid signature project proposals).  As the general opinions so collected were that the two proposals could benefit Tai Po District and its people and added that the two proposals met the criteria of the SPS, the WGSP resolved to continue lending support to the two proposals.

May 2013

The TPDC selected the Wishing Square and the Arts Centre projects as the signature projects of Tai Po District.
 
The Director of Home Affairs visited Tai Po and met with the Chairman and Vice-chairman of the TPDC as well as the Chairman of the WGSP to learn about the concepts of the two signature project proposals and the public opinions on them.

July 2013

The WGSP agreed in principle to deliver the Arts Centre Project with the Hong Kong Arts Development Council (HKADC).  It also agreed that the TPDO should liaise with major arts groups in Hong Kong to explore the possibility of organising arts activities in the district.

October 2013

The WGSP agreed to select a partnering organisation for the Wishing Square Project by inviting proposals from eligible organisations, as well as to authorise the TPDO to arrange for the selection process.  A Vetting Committee was also formed by the WGSP for the purpose of assessing all applications received.

March 2014

To promote the Arts Centre Project, the WGSP launched a drama training programme with the Association of Secondary School Heads (Tai Po District), the TPDO and the Chung Ying Theatre Company from November 2013 to March 2014.  The programme provided professional drama training for a total of 150 students from nine secondary schools in the district, who put on performances in schools and on other public occasions later on.  The results of the programme were good.
 
The Vetting Committee examined a proposal by the Tai Po Lam Tsuen Heung Educational Development Company Limited (LTHED Co. Ltd.) on the Wishing Square Project and agreed to recommend it as the partnering organisation of the project to the WGSP.

June 2014

The WGSP endorsed the Vetting Committee's recommendation and agreed to have the LTHED Co. Ltd. as the partnering organisation of the Wishing Square Project.  The WGSP authorised the TPDO to liaise with the LTHED Co. Ltd. to follow up the project details.
 
Leveraging on the results of the drama training programme launched last year, the WGSP agreed in principle to conduct the "Modern Dance Training Programme" with the Association of Secondary School Heads (Tai Po District), the TPDO and the City Contemporary Dance Company.  The Programme will provide professional modern dance training to participating secondary students in Tai Po, thereby promoting arts development in the district.

July 2014

The WGSP reported to the TPDC on the acceptance of the LTHED Co. Ltd. as the partnering organisation of the Wishing Square Project.   The TPDC noted the decision.  Meanwhile, the TPDC approved the funding for the WGSP to organise the “Modern Dance Training Programme”.

February 2015

The WGSP noted that the partnering organisation of the Wishing Square Project had revised its proposal due to technical and budget constraints.  The revised project scope has retained items such as the construction of a stage and the repaving of a football pitch but has excluded the construction of vacation houses.
 
The TPDO has commissioned a consultant to examine the financial viability and mode of operation of the Arts Centre Project.  The WGSP noted the preliminary development mix of the arts centre as proposed by the consultant.

March 2015

The TPDC noted the report by the WGSP on the latest development of the two signature projects, including the revised proposal of the Wishing Square Project and the proposed preliminary development mix of the Arts Centre Project.
 
The “Modern Dance Training Programme” collaborated by the WGSP, the Association of Secondary School Heads (Tai Po District), the TPDO and the City Contemporary Dance Company had been completed successfully.  Ten secondary schools in the district joined the programme and about 170 students performed at the TPCC on 8 March 2015 to share what they had learnt with local residents.
 
The TPDO and the Tai Po Youth Network held the “Tai Po Youth Arts Festival 2015 – Youth On Song” at the former Tai Po Government Secondary School and the TPCC on 27 and 28 March 2015.  The event offered a wide range of activities, including over 30 workshops and performances by arts groups in the district and territory-wide professional arts groups, such as the City Chamber Orchestra of Hong Kong, the Hong Kong Chinese Orchestra, the Hong Kong Repertory Theatre, the Yiu Ming Sing Cantonese Opera, the Hong Kong Saxophone Association and the Education University of Hong Kong.  At the festival, the TPDO set up an exhibition area to introduce the two signature projects of Tai Po District.  It also played promotional videos and distributed leaflets and souvenirs to introduce the concept and outline design of the two signature projects.  Over 6 500 people joined the event, which received very positive feedback and support from the public.

June 2015

The WGSP noted the progress report on the Wishing Square Project by the TPDO.  Due to technical feasibility and budget constraints, the partnering organisation agreed, after discussing with the architectural consultant, to shelve the construction of a wishing tree house and give priority to other proposed facilities such as a permanent outdoor covered stage, stalls and a parking area.
 
The WGSP noted the report on the financial viability and mode of operation of the Art Centre Project by the consultant.  From the consultant’s suggestion, the WGSP noted that the TPDO would discuss with relevant departments/bureau the feasibility of the government sharing part of the recurrent cost of the arts centre and the HKADC being responsible for the daily operation of the arts centre to ensure its sustainable development.

To promote the Arts Centre Project and foster arts development in Tai Po District, the WGSP agreed in principle to run the “A Cappella Training Workshop” and related activities with the Association of Secondary School Heads (Tai Po District), the TPDO and the Hong Kong A Cappella Academy for students of at least 15 secondary schools in the district from September 2015 to February 2016.  The participants will receive professional “a cappella” training, learn about “a cappella” music and beat-boxing.  They will give an open performance in February next year.

July 2015

The TPDC noted the report by the WGSP on the latest development of the two signature projects, including the progress of the Wishing Square Project and the financial viability of the Arts Centre Project.  The TPDC approved the funding for the WGSP to organise the “A Cappella Training Workshop”.

August 2015

After discussing with the HKADC and considering the financial consultant’s suggestion, the preliminary design of the arts centre drawn up by the architectural consultant was found to be consistent with the financial consultant’s suggestion.  The WGSP noted the briefing on the preliminary design by the TPDO.
 
In view of the fruitful results of the “Tai Po Youth Arts Festival 2015 – Youth On Song”, the WGSP endorsed to organise “Tai Po Youth Arts Festival 2016” with the Association of Secondary School Heads (Tai Po District), the HKADC, the TPDO, the Education University of Hong Kong and the Tai Po District Arts Advancement Association on 20 and 21 February 2016 at the former Tai Po Government Secondary School.  Territory-wide arts groups and local organisations will be invited to run workshops and give performances.  Participants of the “A Cappella Training Workshop” will also put on an end-of-course perform at the Festival, through which their interest in arts will grow and their talents in arts can be discovered.

The TPDO appointed the architectural consultant to conduct  pre-construction studies and work out the design of the Wishing Square Project.  The WGSP examined the design and made recommendations on it.  In the end, the WGSP endorsed the design.

September 2015

Basing on the WGSP’s suggestions, the TPDO and the architectural consultant optimised the design of the Wishing Square Project and submitted it to the TPDC for consideration. The TPDC endorsed the design.
 
At the same time, the TPDC noted the report by the WGSP on the latest progress of the two signature projects.  TPDC approved the funding for the WGSP to hold “Tai Po Youth Arts Festival 2016”.
 
With the authorization from TPDC, the WGSP endorsed the design of the Arts Centre Project, proposed by the architectural consultant.

January 2016

The Legislative Council (LegCo) Panel on Home Affairs supported the two signature projects be submitted to the Public Works Subcommittee (PWSC) and Finance Committee (FC) for examination.

February 2016

During Lunar New Year from 8 February to 22 February, TPDO set up exhibition and photography booths at the Wishing Square of Lam Tsuen, with the aim to introduce the signature projects of Tai Po District and let the public know the latest development of the two projects.

The TPDO, in collaboration with the Association of Secondary School Heads (Tai Po District), the Hong Kong Arts Development Council, the Education Universtiy of Hong Kong and the Tai Po District Arts Advancement Association, organised the “Tai Po Youth Arts Festival 2016” at the former Tai Po Government Secondary School on 20 and 21 February 2016. Territory-wide local arts groups and organisations were invited to run various workshops and give performances, including a finale performance by the participants of the “a cappella” training programme to showcase their achievements to the public. At the festival, the TPDO set up an exhibition booth to promote the two signature projects of Tai Po District. Videos were played and leaflets and souvenirs were distributed to introduce the philosophy and design framework of the two SPS projects to the public. The festival attracted over 10 000 participants and received support and positive feedbacks from the public.

April 2016

The PWSC approved the application concerning the Establishment of an Arts Centre by Retrofitting Tai Po Government Secondary School on 20 April 2016.

May 2016

The FC approved the application concerning the Establishment of an Arts Centre by Retrofitting Tai Po Government Secondary School on 13 May 2016.

June 2016

The PWSC approved the application concerning the Improving the Tourist Facilities at Lam Tsuen Wishing Square on 20 June 2016.

To promote the Arts Centre Project and foster arts development in Tai Po District, the WGSP agreed in principle to run the “Musical Training Workshop” and related activities with the Association of Secondary School Heads (Tai Po District) and the TPDO for secondary students in the district from September 2016 to March 2017.  The participants will receive professional musical training, learn about the basic knowledge and performance skills of musical during the training. They will give an open performance in March next year.

July 2016

The TPDC approved the funding for the WGSP to organise the “Musical Training Workshop” on 07 July 2016.
The FC deliberated the application concerning the Improving the Tourist Facilities of Lam Tsuen Wishing Square on 12 July 2016.  However, the application was still under deliberation by the end of the meeting.  In the end, the application was not put to vote by the FC before the end of the current LegCo session.

August 2016

Due to technical problems, the Working Group agreed to cancel the “Schools Musicals Training Scheme” and replace it with the “Schools Dance Training Scheme”.  It further agreed in principle to implement the “Schools Dance Training Scheme” with the Association of Secondary School Heads (Tai Po District) and the TPDO, organising related training courses and activities for secondary students in the district between October 2016 and March 2017.  Participants would undergo professional dance training, acquire basic dance knowledge and skills and learn about shape-up movements etc.  They will give a public performance in March 2017.
Given the fruitful results of the “Tai Po Youth Arts Festival 2016”, the Working Group agreed to launch the “Tai Po Youth Arts Festival 2017” in collaboration with the Association of Secondary School Heads (Tai Po District).  It intended to invite the Hong Kong Arts Development Council, the TPDO, the Education University of Hong Kong and the Tai Po District Arts Advancement Association to co-organise the event.  The “Tai Po Youth Arts Festival 2017” will tentatively be held on 4 March and 5 March 2017 at the Carmel Holy World Secondary School.  To arouse young people’s interest in arts and unleash their artistic potential, arts group from across the territory and organisations in the district will be invited to organise different workshops and give performances, including the finale performance by the participants of the “Schools Dance Training Scheme”.

September 2016

The TPDC approved the funding for the WGSP to organise the “Schools Dance Training Scheme” and “Tai Po Youth Arts Festival 2017” on 01 September 2016.

February 2017

Tai Po District Office (TPDO) invited tenders for the “Establishment of an Arts Centre by Retrofitting Tai Po Government Secondary School” (the Arts Centre Project) on 24 February.

March 2017

In collaboration with the Association of Secondary School Heads (Tai Po District), the Hong Kong Arts Development Council (HKADC), the Education University of Hong Kong (EdUHK) and the Tai Po District Arts Advancement Association (TPDAAA), the TPDO organised “Tai Po Youth Arts Festival 2017” at Carmel Holy World Secondary School on 4 to 5 March 2017.  Territory-wide arts groups and district-based organisations were invited to organise various workshops and perform, including the finale performance by the participants of the “Schools Dance Training Scheme”, which allowed them to share with the residents of the district what they had learnt.  On the day of the event, the TPDO also set up exhibition areas for the signature projects in Tai Po District introducing the visions and design framework of the Arts Centre Project.  The event attracted over 6 800 participants and received support and positive comments from various sectors.

April 2017

Tender for the Arts Centre Project closed on 7 April.

August 2017

The contract of the construction works for the Arts Centre Project was awarded in early August.  The works concerned commenced in late August and were expected to complete in the fourth quarter of 2018.

To promote the Arts Centre Project and the arts development in Tai Po District, the Working Group agreed to collaborate with the TPDO to launch the “Schools Music Training Scheme” from October 2017 to March 2018.  It would provide students in the district with professional Ukulele training, basic performance skills training and music theory training so as to spark their interest in music, and a public performance had been scheduled for March 2018.

In addition, given the positive results of “Tai Po Youth Arts Festival 2017”, the Working Group agreed to continue to organise “Tai Po Youth Arts Festival 2018” this year, and had invited the Association of Secondary School Heads (Tai Po District), the Association of Primary School Heads (Tai Po District), the TPDAAA, the EdUHK and the TPDO to render assistance in organising the event.  “Tai Po Youth Arts Festival 2018” had been tentatively scheduled to be held at the schools in the district on 3 to 4 March 2018, and would invite arts groups across the territory and organisations in the district to organise various workshops and give performances, including the finale performance by the participants of the “Schools Music Training Scheme”, so as to arouse young people’s interest in arts and unleash their artistic potential.

September 2017

Tai Po District Council (TPDC) endorsed the funding allocation to the Working Group on 7 September for organising the “Schools Music Training Scheme” in Tai Po District and the “Tai Po Youth Arts Festival 2018”.

October 2017

Tai Po Lam Tsuen Heung Educational Development Company Limited (LTHED Co. Ltd.), the partnering organisation of the Wishing Square Project, issued a letter to the TPDC dated 18 October 2017 stating its decision to withdraw from the Wishing Square Project, and retract its decision to open the Wishing Square.

November 2017
 

As the LTHED Co. Ltd. decided to withdraw from the Wishing Square Project, the Wishing Square Project could not proceed and had to be discontinued.  At the TPDC meeting on 2 November 2017, the TPDO suggested the TPDC to consider consolidating the resources as necessary for the other signature project, namely the Arts Centre Project.  The suggestion was endorsed at the meeting and the TPDC decided to transfer some of the funds originally under the Wishing Square Project to the Arts Centre Project, so as to further enhance the standard of the facilities of the Arts Centre.

The TPDC, the Working Group on Signature Projects in Tai Po District (WGSP) of the TPDC and the TPDO successfully held the ground-breaking ceremony for the Arts Centre Project on 30 November 2017.  The ceremony was officiated by the Secretary for Home Affairs, Mr. LAU Kong-wah; Chairman of the TPDC, Mr. CHEUNG Hok-ming; Chairperson of the WGSP of the TPDC, Ms. WONG Pik-kiu; Chairman of the HKADC, Dr. WONG Ying-wai, Wilfred; Acting District Officer (Tai Po), Ms. Iris LEE; as well as several community members who had rendered enthusiastic support to the project.  In addition, a number of TPDC Members, secondary and primary school principals in Tai Po District, as well as representatives of district organisations and government departments, etc. also attended the ceremony.

December 2017 At the WGSP meeting of the TPDC on 14 December 2017, the WGSP suggested that the remaining funding of the SPS of Tai Po District should be used effectively, so as to launch a new project in the district.
 
Also at the meeting, the WGSP followed up on the District Council (DC) Members’ suggestions made at the TPDC meeting on 2 November 2017 to carry out a community consultation afresh regarding the SPS of Tai Po District.  The WGSP had endorsed the consultation method for the new project, where the 21 TPDC Members were suggested to consult and gather the views of the residents of Tai Po District on their own first, and then put forward their suggestions to the TPDC on or before 28 February 2018 for discussion at the next stage.
 
The WGSP had also approved the hanging of banners at three locations in the district (namely Tai Po Government Offices, the former Tai Po Government Secondary School and in the vicinity of Tai Po Complex), so as to invite the residents of Tai Po District to submit proposals as regards the signature project.

 
January 2018 At the meeting on 4 January 2018, the TPDC endorsed the proposals mentioned by the WGSP of the TPDC at the meeting on 14 December 2017, including the launch of a new project under the SPS (Tai Po District) and the consultation method concerned.
 
Information as regards the consultation for the new project had been uploaded onto the TPDC’s website and the banners had been hung at the three locations in the district.

 
February 2018



 
As at 28 February 2018, the TPDC had received eight proposals as regards the development of the new project through the DC Members, as well as phone calls or emails from members of the public.  The TPDC and Tai Po District Office (“TPDO”) would carry out preliminary analysis on the proposals, and forward them to the WGSP for discussion.
 
March 2018 The TPDO, in collaboration with the Association of Secondary School Heads (Tai Po District), HKADC, the Education University of Hong Kong and the Tai Po District Arts Advancement Association, organised the “Tai Po Youth Arts Festival 2018” at Carmel Holy Word Secondary School on 3 and 4 March 2018.  Territory-wide arts groups and local organisations were invited to host various workshops and performances, including a finale performance by the participants of the “Schools Music Training Scheme” to showcase what they had learnt to the local residents.  On the day of the activity, the TPDO had also set up an exhibition booth for the signature project of Tai Po District and introduce the philosophy and design framework of the Arts Centre Project.  The activity attracted a lot of members of the public to participate and had received the support and positive feedbacks from various sectors.
 
April 2018




 
At the WGSP meeting of the TPDC on 12 April 2018, the WGSP Members discussed the eight proposed projects.
 
Upon discussion, the Working Group suggested inviting all the TPDC Members to rate the eight proposed projects according to their priority, and the four with the highest scores would be chosen for further studies.

 
May 2018 At the TPDC meeting on 3 May 2018, DC Members were informed of the proposals mentioned at the WGSP meeting of the TPDC on 12 April 2018, including rating the eight proposed projects according to their priority and selecting the four with the highest scores for further studies.

At the WGSP meeting of the TPDC on 22 June 2018, the WGSP Members were informed of the four proposals with the highest scores, and agreed that the TPDO should carry out further studies and take follow-up action as regards the four proposals with the departments and organisations concerned.
 
To promote the Arts Centre Project and the arts development in Tai Po District, the WGSP agreed to collaborate with the TPDO to launch the “Schools Music Training Scheme 2018-2019” from September 2018 to March 2019.  It would provide students in the district with professional hand bell and tuned percussion tubes training, basic performance skills training and music theory training, so as to spark their interest in music, and a public performance is scheduled for March 2019.

 
August 2018









 
At the WGSP meeting of the TPDC on 27 August 2018, given the positive results of “Tai Po Youth Arts Festival 2018”, the WGSP agreed to continue to organise “Tai Po Youth Arts Festival 2019” this year, and had invited the TPDO and the HKADC to help organise the event.
 
“Tai Po Youth Arts Festival 2019” would be held at Tai Po Arts Centre on 2 to 3 March 2019 (Saturday and Sunday), where arts groups of scale across the territory and organisations in the district would be invited to organise various workshops and give performances, including the finale performance by the participants of the “Schools Music Training Scheme 2018-2019”, so as to arouse young people’s interest in arts and unleash their artistic potential.

At the WGSP meeting of the TPDC on 22 January 2019, Members noted the TPDO’s progress report as regards the Arts Centre project, which covered various related issues such as the works progress and the operation arrangement of the Arts Centre, the establishment of the Management Committee of Tai Po Arts Centre and the project schedule, etc.

TPDO organised the “Tai Po Youth Arts Festival 2019” at Tai Po Arts Centre on 2 and 3 March 2019.  Territory-wide arts groups and local organisations were invited to host various workshops and performances, including a finale performance by the participants of the “Schools Music Training Scheme 2018-2019” to showcase what they have learnt to the local residents. The activity attracted a lot of participants and had received the support and positive feedbacks from various sectors.

April 2019 On 25 April 2019, HKADC extended an open application to eligible arts groups/artists to submit proposals for the arts studios in Tai Po Arts Centre.

On 26 April 2019, TPDO signed the service agreement with HKADC regarding the operation of Tai Po Arts Centre.
 
May 2019 Starting from 6 May 2019, HKADC is officially responsible for the management and operation arrangement of Tai Po Arts Centre.
 
June 2019 On 14 June 2019, TPDO extended an open application to district organizations to submit proposals for the arts studios in Tai Po Arts Centre.

At the WGSP meeting of the TPDC on 24 June 2019, Members noted the TPDO’s progress report as regards the Arts Centre project, which covered various related issues such as the works progress, the operation arrangement of the Arts Centre, and the arts studio application progress, etc.
 
August 2019 The selection exercise for the arts studio has been completed. HKADC started signing agreement and lease with the applicants.
 
September 2019 On 29 September 2019, Tai Po Arts Centre was officially launched. The launching ceremony was officiated by Chairman of the HKADC, Dr. WONG Ying-wai, Wilfred; Chief Executive of the HKADC, Ms. Winsome CHOW; Chairman of the TPDC, Ms. WONG Pik-kiu; District Officer (Tai Po), Ms. CHAN Hau-man, Eunice; and the Principal Assistant Secretary for Home Affairs, Mr. LEE Kesson.  In addition, a number of TPDC Members, secondary and primary school principals in Tai Po District, as well as representatives of district organisations and government departments, etc. also attended the ceremony.

Moreover, performing groups/artists have started moving in.
 
October 2019 Public hiring facilities in Tai Po Arts Centre including Black Box, White Box, Dance Studio and two Music Rooms officially opened to public for performance, exhibition and practice purposes.
