Signature Project of Wan Chai District – Construction of Moreton Terrace Activities Centre

Under the Signature Project Scheme (SPS) announced in the 2003 Policy Address by the then Chief Executive to enhance district administration, a provision of $100 million would be earmarked for each district to financially support the SPS projects launched by the District Councils.  In February 2013, Wan Chai District Council (WCDC) established the Working Group on Signature Projects.  Following a series of public consultations and detailed discussions, WCDC resolved to construct a multi-purpose performance and activity venue at Moreton Terrace in May 2013 as the SPS Project of Wan Chai District.  The Project was submitted to the Finance Committee (FC) for consideration in July 2016 but the evaluation procedures could not be completed before the adjournment of the Legislative Council (LegCo) of the previous term on 12 July 2016.  The Project was supported by the Panel on Home Affairs of LegCo of the current term on 21 December 2017 and was passed by the Public Works Subcommittee in July 2018.  With the funding approval granted by the FC on 30 November 2018, the Project was commenced in mid-August 2019.
