the “always people
first” principle of government by publishing the Green Paper on Constitutional
Development for conducting an extensive public consultation. On the major
issues such as the models, roadmap and timetable for electing the Chief
Executive (CE) and for forming the Legislative Council by universal suffrage,
we suggest gauging the views of various sectors of the community, and consider
it appropriate to implement universal suffrage of the CE and
all Members of LegCo in phases after the election in 2012, in the light of
community aspirations and the readiness to accept and in accordance with the
principles of gradual
and orderly progress, high viability, resolving the simple issues before the
difficult ones, and balanced participation.”* |
